Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Fazlur Rehman on Tuesday said bypassing parliament to legislate was harmful to the Constitution and the democratic system. Strong institutions are essential for the country's defence, but every institution has a constitutional limit and a defined sphere of authority, he said while addressing a Seerat convention convened by his party.

Fazl said a balance of power among state institutions was essential, maintaining that imposing someone through the use of force was against the teachings of the Holy Prophet (PBUH). Our voice in parliament is not allowed to reach the people, he claimed.

He noted that despite more than 20 years of military operations against terrorism, the problem continued to grow, necessitating a review of the strategy. When a disease worsens, it means there is some flaw in the strategy, the JUI-F chief said.

He warned that the cabinet's powers should not be transferred to anyone else, or else there could be repercussions for federal institutions. He regretted that criminalizing seminary education was unacceptable and noted that Islam and Islamic legislation had never remained a priority in Pakistan.

He stated that the objective of holding power should be the implementation of justice and fairness, adding that the Holy Prophet (PBUH) always emphasized justice and equality against oppression and tyranny.
