A sub-committee of the Public Accounts Committee settled an audit objection against the Ministry of Law and Justice involving fraudulent withdrawal of Rs3.8 million, while directing Comsats to provide a certificate regarding employees appointed to project posts without due process. The sub-committee, led by Dr Tariq Fazal Chaudhry, reviewed audit objections pertaining to the Ministry of Law and Justice for 2003-04 to 2019-20.

During the examination of the Law Ministry's audit objections, the committee took up a case involving the fraudulent withdrawal of Rs3.8 million by an accountant. Audit officials informed the committee that the matter had also been taken up by the National Accountability Bureau (NAB) and that a portion of the amount had been recovered, while Rs252,000 was still to be recovered. The Law Ministry secretary told the committee that a little over Rs200,000 remained outstanding and suggested that the amount already recovered be accepted for settlement. NAB officials, however, informed the committee that the entire amount in question had been recovered. On the basis of the recovery, the committee settled the audit objection.

The sub-committee subsequently reviewed audit objections concerning the Higher Education Commission (HEC) from 2000-01 to 2013-14. An audit objection relating to Comsats involved an expenditure of Rs7 million on the appointment of employees to project posts, allegedly in violation of rules. Audit officials told the committee that 45 posts had been available, but 54 people were hired without proper advertisements. Comsats officials explained that the appointments had been made for short-term projects lasting between six and nine months. They acknowledged that some appointments had been made without advertisements.

The audit officials questioned the recruitment process, asking how the individuals had reached Comsats and been appointed when the posts had not been advertised. The PAC convener directed Comsats authorities to submit a certificate confirming that none of the employees appointed through the disputed process was currently working with the organisation. The committee also issued directions to the Ministry of Law and Justice and the HEC on matters arising during the examination of their respective audit objections.
