Punjab to Integrate Women's Health Protection into Disaster Plans

The Punjab Disaster Management Authority (PDMA) has initiated consultations with the United Nations Population Fund (UNFPA) and the provincial Health Department to incorporate women's protection and reproductive health needs into disaster management and flood mitigation plans. The initiative will address gender-based violence (GBV), family planning, and sexual and reproductive health as part of disaster preparedness rather than only after emergencies. The move follows a policy dialogue at the National Institute of Public Policy (NIPP), where UNFPA and the Sustainable Development Policy Institute (SDPI) presented research on the vulnerabilities of women and girls during climate-related disasters. PDMA Director General Saif Anwar Jappa told Daily Jang that the authority would incorporate gender-sensitive measures into its disaster planning. He said PDMA, in collaboration with the Health Department and UNFPA, would develop a comprehensive gender-sensitive risk mitigation plan. A follow-up meeting with UNFPA has also been held, and its recommendations will be considered in the next flood mitigation plan, including measures relating to GBV, family planning, and women's sexual and reproductive health. The initiative comes amid repeated floods and other climate-related emergencies that have severely disrupted health and protection services for women and girls. During the 2022 floods, UNFPA reported that around 650,000 pregnant women in affected areas required maternal health services, while damaged health facilities and displacement disrupted reproductive healthcare. Punjab has also continuously worked with UNFPA and development partners on reproductive health and resilience planning, including maternal healthcare, emergency reproductive services, inclusive health services, and GBV mitigation.
