Despite Rs130.470 million being spent on the Double-Shift Schools Programme in Charsadda during the financial years 2021-22 and 2022-23, 40 double-shift schools were eventually closed due to low or zero enrolment. The performance audit report by the Auditor General of Pakistan has pointed out serious irregularities in the programme's planning, selection of schools, recruitment of teachers, monitoring and financial affairs. The report has also identified ghost students.

According to the audit report, the provincial government launched the Double-Shift Schools Programme during the 2021-22 academic session. Initially, 120 government schools in 16 districts of the province were included in the programme. It was later expanded to 1,505 schools in 27 districts, including 106 schools in Charsadda - 64 girls' and 42 boys' schools.

According to the report, the Khyber Pakhtunkhwa Finance Department released a total of Rs1.3347 billion to 27 districts during 2021-22 and 2022-23 for stipends to teachers of double-shift schools. Of this amount, Rs130.470 million was allocated to Charsadda. The audit said that no proper feasibility study, needs assessment or specific targets were set before launching the programme.

As a result, its basic objectives could not be achieved and 40 double-shift schools in Charsadda were closed. The audit report recommended strict monitoring and recovery of unauthorized payments from those responsible.
