The National Assembly's Standing Committee on Poverty Alleviation and Social Safety has expressed concern over BISP's failure to effectively educate the public over the past 16 years, saying the programme was being blamed for inefficiencies at point-of-sale (POS) agents. The National Assembly's Standing Committee on Poverty Alleviation and Social Safety held its meeting under the chairmanship of Mir Ghulam Ali Talpur to review BISP performance, awareness campaigns, digital wallet initiatives, bank penalisation mechanisms and deputation matters.

The committee expressed grave dissatisfaction over the delayed receipt of briefing material from the Ministry of Poverty Alleviation and Social Safety (PASS), noting a concerning lack of discipline, and directed the ministry's secretary to ensure such lapses were not repeated. The secretary offered his apologies and assured the committee that he would personally investigate the incompetence on the part of the ministry and its ancillary organisations.

The BISP chairperson informed the committee that the programme was collaborating with the Gates Foundation to educate the public that it had no role in the activities of partner banks' point-of-sale (POS) agents, which were governed by the banks' contractual obligations. She acknowledged that an ineffective media campaign had contributed to BISP's negative image and said a new campaign was under way. The committee directed BISP to provide members with complete details of the campaign within a week for advance study before any mass education initiative.

She said digital transactions through the Social Protection Wallet (SPW) accounts were not yet being carried out and that the State Bank of Pakistan had allowed BISP time until December 2026 to prepare for their implementation. BISP was also considering an extension to educate beneficiaries about digital transactions. The committee noted that nine million digital wallets had been opened alongside the free distribution of SIMs.
