JIT formed to probe Mir Raza murder; ISI and IB officials included

The Sindh government has officially constituted a Joint Investigation Team (JIT) to probe the high-profile murder of Mir Raza, following explicit recommendations from a judicial commission. According to an official notification issued by the provincial authorities, DIG Irfan Ali Baloch has been appointed as the head of the JIT.

The team comprises representatives from key security and intelligence agencies, including the Inter-Services Intelligence (ISI), Intelligence Bureau (IB), Sindh Rangers, and the National Cyber Crime Investigation Agency (NCCIA). Mir Raza, a bright graduate of the Institute of Business Administration (IBA) who operated a successful waffle-making business, went missing in the early hours of July 28.

He had departed from his residence in the PECHS area of Karachi. His family promptly reported him missing the same day, but the situation took a tragic turn when his body was discovered the following morning within the jurisdiction of the Gulistan-e-Johar Police Station.

The judicial commission, led by Sindh High Court Justice Omar Sial, had formally proposed the formation of a JIT after declaring the initial police investigation a failure. The commission noted that the police had severely breached standard operating procedures necessary to withstand judicial scrutiny, effectively compromising the integrity of the case from the outset.

In response to these findings, the provincial Home Department has forwarded the commission's observations to the Sindh Inspector General of Police (IGP), demanding strict disciplinary action against the officers named in the report for their negligence and procedural lapses. Furthermore, in a separate communication addressed to the health secretary, the Home Department recommended the immediate removal of medico-legal officer Dr. Osama Sheikh from his current position, suggesting he be sent for mandatory further training to improve his professional conduct.

The Sindh government has also reached out to the federal interior ministry, requesting the nomination of a Grade 20 or above officer from the Federal Investigation Agency (FIA). This officer is expected to lead a separate committee tasked with examining the broader aspects of the case that may fall under federal jurisdiction.

Additionally, a specialized committee headed by Additional Inspector General of the Counter-Terrorism Department (CTD) Zulfiqar Ali Larik has been established. This committee is mandated to conduct a thorough review of the conduct of police personnel involved in the initial response.

The scope of this review includes investigating the alleged role of Inspector Ghaus and other officers in the destruction of critical evidence at the crime scene. The authorities have emphasized that no individual, regardless of their rank, will be spared if found complicit in obstructing justice.

The family of the deceased has expressed hope that the involvement of intelligence agencies and the high-level oversight provided by the JIT will finally lead to the identification and apprehension of the perpetrators. Legal experts believe that the inclusion of diverse agencies is a positive step toward ensuring transparency.

As the investigation enters this new phase, the public and the legal community remain focused on whether the JIT can rectify the errors of the initial probe and deliver justice to the family of Mir Raza. The provincial government has promised to provide all necessary resources to ensure the investigation is completed without further delays.
