Pakistan is seeking to broaden institutional ties with countries across South Asia through civil service training, professional development, and the exchange of administrative expertise. A memorandum of understanding (MoU) between Pakistan's Civil Services Academy (CSA) and the Maldives' Civil Service Commission marks a significant step, following recent cooperation initiatives with Bangladesh.
This broader approach could open avenues for collaboration with Nepal, Bhutan, and Sri Lanka, alongside other regional partners, in civil service training, research, and official exchanges. Iran could also be considered for bilateral cooperation in professional training and administrative knowledge sharing.
The proposed regional outreach aims to strengthen civil service links with countries other than India, although specific agreements or formally approved regional programmes would require separate confirmation. A copy of the MoU between the CSA, Lahore, and the Maldives' Civil Service Commission establishes a framework for exchanges of faculty members, researchers, and civil servants, as well as joint research, training programmes, technical assistance, and the sharing of educational resources.
The two institutions may participate in each other's conferences, seminars, and workshops, and arrange virtual learning sessions on selected subjects. The agreement provides an institutional basis for Pakistan and the Maldives to share experience in public administration and explore different approaches to governance, policy formulation, institutional management, and public service delivery.
Similar arrangements with Nepal, Bhutan, and Sri Lanka could enable officials to compare administrative systems, learn from reform initiatives, and identify practices adaptable to national requirements. Expanding such engagement could strengthen links among government training institutions and create opportunities to improve the professional capabilities of public servants across the region.
The Maldives agreement applies only to the two signatory institutions and does not establish a common regional programme. The MoU was concluded between the Civil Service Commission of the Maldives, an independent constitutional body, and Pakistan's Civil Services Academy, Lahore, which operates under the Establishment Division.
Pakistan's High Commissioner to the Maldives, Vice Admiral (retired) Faisal Rasul Lodhi, is named as the representative for the CSA, while Mohamed Nasih represents the Maldivian Civil Service Commission. Under the MoU, the institutions may exchange faculty, researchers, civil servants, and consultants, share training materials, and collaborate on administrative research.
