PM Inquiry Panel Recommends Scrapping BHS Vaccine Procurement

The Prime Minister's inquiry committee has officially recommended the cancellation of the procurement process for meningococcal and influenza vaccines by Border Health Services (BHS) Pakistan. The decision follows a comprehensive review which concluded that the procurement requirements and regulatory standards were not adequately met during the initial bidding phase.

A senior member of the committee, speaking on the condition of anonymity, stated that the inquiry scrutinized the tender documents, pricing structures, and the overall financial arrangements for vaccines intended for Hajj and Umrah pilgrims. The panel identified significant procedural lapses that necessitated a complete restart of the procurement cycle to ensure transparency and public health safety.

In the wake of this investigation, BHS has temporarily suspended vaccination services for Umrah pilgrims at its facility located near Karachi's old airport. A formal notice posted outside the site confirmed the suspension of operations, causing concern among travelers who require mandatory immunization certificates for their pilgrimage.

While officials confirmed the suspension of services, they have not yet provided a specific timeline for when these operations will resume. The uncertainty has left many pilgrims seeking alternative arrangements for their mandatory health documentation, which is a prerequisite for travel to Saudi Arabia.

The inquiry committee conducted a rigorous session on Saturday, questioning BHS officials for over 5 hours regarding the irregularities. The panel was specifically formed under the direct instructions of Prime Minister Shehbaz Sharif to investigate the vaccine procurement process and the financial integrity of the contracts awarded.

Sources indicate that the committee is also looking into whether the pricing of the vaccines was inflated compared to market rates. The government aims to ensure that the procurement process is not only compliant with the Public Procurement Regulatory Authority (PPRA) rules but also cost-effective for the national exchequer.

The Ministry of National Health Services is expected to issue a formal notification regarding the cancellation of the current tender in the coming days. Further directives will be issued to ensure that pilgrims do not face prolonged difficulties due to the suspension of services.

The committee is expected to submit its final report to the Prime Minister's Office by the end of the week. This report will likely include recommendations for disciplinary action against officials found responsible for the procedural failures.

As the situation develops, the government remains under pressure to restore vaccination services quickly to facilitate the thousands of pilgrims traveling from Karachi. The focus remains on maintaining the highest standards of health safety for all international travelers.

The Prime Minister has reiterated that any negligence in the procurement of essential medical supplies will be dealt with strictly. The government is committed to ensuring that all future contracts are transparent and follow the established legal framework.
