The National Electric Power Regulatory Authority (Nepra) on Wednesday officially approved a fuel cost adjustment (FCA) of Rs1.11 per unit for electricity consumed during the month of August. This regulatory decision means that consumers across ex-Wapda distribution companies (XWDISCOs) as well as K-Electric will see this additional financial charge reflected in their upcoming October 2026 utility bills.

The power sector regulator specifically approved an FCA rate of Rs1.1086 per kilowatt-hour (kWh), which is notably lower than the Rs1.7267 per kWh rate initially claimed and requested by the Central Power Purchasing Agency-Guarantee (CPPA-G) on behalf of power distribution companies. According to detailed documents released by Nepra, this monthly adjustment directly reflects the distinct financial difference between the actual recorded fuel cost of Rs8.2084 per kWh and the pre-determined reference fuel cost of Rs7.0998 per kWh for the corresponding production period.

The newly approved surcharge will comprehensively apply to all standard consumer categories served by both XWDISCOs and K-Electric throughout the country, ensuring uniform implementation across the national power distribution grid under the existing regulatory framework. However, the regulator has maintained specific exemptions to protect vulnerable segments of society.

The surcharge will not apply to lifeline electricity consumers, dedicated electric vehicle charging stations, and prepaid electricity consumers who have already explicitly opted for prepaid tariffs. Furthermore, the fuel cost adjustment will also remain applicable to energy consumption recorded under the government's incremental consumption package, ensuring that industrial and commercial incentives are properly aligned with monthly fuel price variations.

Financial experts at the regulatory authority noted that the adjustment will be formally calculated based on the precise volume of electricity units consumed by individual households and commercial entities during the month of August. Distribution companies have been instructed to update their billing software immediately so that the adjustment is accurately reflected in the standard billing cycle scheduled for October 2026 without causing technical delays.

In situations where monthly electricity bills are issued and dispatched prior to the official gazette notification of this regulatory decision, the applicable FCA amount will automatically be carried forward and applied in the subsequent month's billing statement. Consumer rights organizations have urged the government and power distribution companies to improve transmission efficiency and reduce line losses to minimize the heavy reliance on frequent fuel cost adjustments that burden common citizens.
