Major Bureaucratic Reshuffle: Syed Zafar Ali Shah Appointed Secretary Kashmir Affairs

A major reshuffle has been executed within the federal bureaucracy as part of an ongoing effort to streamline administrative operations. Federal Secretary for Kashmir Affairs and Gilgit-Baltistan, Ali Tahir, has been transferred and posted as Director General of the Civil Services Academy, Lahore.

Grade-22 Officer on Special Duty (OSD) Syed Zafar Ali Shah has been appointed as the Federal Secretary for Kashmir Affairs and Gilgit-Baltistan. This appointment is seen as a strategic move to oversee the administrative affairs of the region during a critical period.

Farhan Aziz Khawaja, the outgoing Director General of the Civil Services Academy, Lahore, has been transferred and directed to report to the Establishment Division. His next assignment is expected to be announced in the coming weeks.

Similarly, Director General of the National School of Public Policy, Captain (retd) Muhammad Usman, has been transferred and directed to report to the Establishment Division. The government is currently reviewing the leadership structure of various public policy institutions.

Meanwhile, Grade-20 Pakistan Administrative Service (PAS) officer Muhammad Arshad Rana, who was awaiting posting, has been appointed Secretary of the Council of Islamic Ideology. This role is vital for coordinating the council's legislative and advisory functions.

Additionally, Grade-20 Police Service officer Imran Shahid, who was also awaiting posting, has been posted to the Gilgit-Baltistan government. His expertise is expected to bolster the administrative and security framework in the region.

These changes are part of a broader policy by the federal government to ensure that experienced officers are placed in key positions to improve governance. The Establishment Division has issued formal notifications for all these appointments.

Sources within the Establishment Division indicate that further transfers and postings are likely in the near future as the government continues to evaluate the performance of senior bureaucrats across various ministries. The reshuffle is being viewed by political analysts as an attempt to bring fresh leadership to departments that have faced administrative challenges over the past year.

All officers involved in the reshuffle have been directed to assume their new responsibilities immediately to ensure continuity in government operations.
