Aghaz-e-Huqooq-e-Balochistan Package: Senate Panel Demands Verifiable Data on Fund Utilization

The Senate Sub-Committee on Problems of Less Developed Areas, led by Convener Senator Jan Muhammad, has stressed that all relevant divisions and departments must submit complete, accurate, and verifiable information regarding funds allocated under the Aghaz-e-Huqooq-e-Balochistan Package (AHBP), approved development projects, and employment initiatives.

He directed authorities to present comprehensive reports at the next meeting to enable the committee to assess the actual status of implementation and recommend effective measures to address the issues faced by the people of Balochistan. A meeting of the sub-committee was held under the convenership of Jan Muhammad at the Old PIPS Hall, Parliament Lodges, Islamabad.

Officials from the Establishment Division and the Planning Division briefed the committee on the implementation of the AHBP, development projects, allocation and utilization of funds, employment opportunities, and progress on various schemes in the province. Jan Muhammad stated that the AHBP was a significant initiative aimed at safeguarding the rights of the people of Balochistan, promoting development, and addressing the sense of deprivation in the province.

He noted that while significant initiatives were undertaken during the Pakistan Peoples Party's tenure, the desired results were not achieved due to gaps in implementation. He emphasized the need for concerted efforts to address the province's issues and fulfill commitments made under the package.

The Planning Division briefed the committee on development projects worth Rs348 billion in Balochistan and four projects under the Public Sector Development Programme (PSDP). Senator Dinesh Kumar expressed concern over the information presented, emphasizing that the committee must be provided with accurate and verified figures.

The convener directed the authorities concerned to submit comprehensive details of funds allocated under the AHBP, the total cost of each project, allocations made for individual schemes, and the utilization of funds. Dinesh called for a complete list of all approved development projects and details of the departments responsible for implementing the schemes.

He stressed that the record should clearly reflect the release and utilization of funds, work completed, and progress made on ongoing projects. He expressed concern that some schemes were listed in official documents while their actual implementation on the ground remained unclear.

Dinesh Kumar emphasized that the issues of Balochistan must not be overlooked and that relevant authorities should take effective measures to address public grievances. Seeking details of fisheries-related schemes, he asked officials to clarify whether the projects included in the package were operational, what progress had been made, and how the allocated funds had been utilized.

The convener also sought a complete record of the 5,000 jobs announced under the Balochistan package, including measures taken to create the posts, the number of vacancies filled, and the current status of implementation.
