Ayaz Issues Production Orders for Masti Khel and Kundi

Speaker of the National Assembly Sardar Ayaz Sadiq has officially issued production orders for two Members of the National Assembly (MNAs) currently held in police custody. The Speaker issued these directives for Sanaullah Khan Masti Khel and Dawar Khan Kundi, who are presently being detained by the Punjab Police.

These production orders were issued under the powers vested in the Speaker pursuant to Rule 108 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007. The primary objective of these orders is to ensure that the detained members can fulfill their parliamentary duties by attending the ongoing session of the National Assembly.

The National Assembly Secretariat has formally dispatched copies of the production orders to the Secretary of the Ministry of Interior, Islamabad; Chief Secretary Punjab; Additional Chief Secretary Punjab; Additional Home Secretary Punjab; Chief Commissioner Islamabad; Inspector General of Police Islamabad; and the Sergeant-at-Arms of the National Assembly.

The issuance of these orders follows a period of parliamentary debate regarding the rights of detained members to participate in legislative proceedings. By invoking Rule 108, the Speaker has exercised his authority to maintain the quorum and ensure the representation of the constituencies of both Masti Khel and Kundi during critical legislative discussions.

Legal experts note that production orders are a standard parliamentary mechanism designed to protect the privilege of members to attend sessions, regardless of ongoing criminal investigations or detentions, unless a conviction has been finalized. This move is expected to stir further political discourse within the house.

The Punjab Police and relevant provincial authorities are now mandated to facilitate the transfer of the MNAs to the Parliament House in Islamabad. Failure to comply with these orders could potentially lead to issues of parliamentary privilege, which the Speaker is empowered to address.

As the session progresses, the presence of these members is anticipated to influence the voting dynamics on upcoming bills and motions. The opposition benches have frequently demanded the presence of their detained colleagues to ensure a balanced debate on national issues.

The National Assembly Secretariat remains in coordination with the law enforcement agencies to ensure the security and timely arrival of the members. Further updates regarding the specific timing of their arrival will be communicated by the Sergeant-at-Arms office.

This development marks a significant moment in the current parliamentary calendar, highlighting the ongoing tension between the executive's law enforcement actions and the legislature's right to function with its full membership. The session is expected to continue throughout the week, with the Speaker emphasizing the importance of adherence to parliamentary rules and the constitutional rights of elected representatives.
