Federal Government Announces Major Bureaucratic Reshuffle

The federal government has issued formal orders regarding the appointments and transfers of several high-ranking officers belonging to the federal civil services and the Police Service of Pakistan (PSP). This move is being viewed as part of a routine administrative exercise aimed at improving governance and operational efficiency within key federal departments and the capital's law enforcement apparatus.

According to the official notifications issued by the Establishment Division, Pakistan Administrative Service (PAS) officer Muhammad Umair, a Grade-19 officer, has been appointed as Member (Implementation) of the Capital Development Authority (CDA). This appointment is effective immediately as the government seeks to streamline development projects in the federal capital.

Muhammad Umair was previously serving as Member (Finance) in the CDA, where he played a pivotal role in managing the authority's fiscal matters. Given his experience, the government has also assigned him the additional charge of Member (Planning and Design) at the CDA.

This dual responsibility will remain in effect for a period of three months or until the appointment of a regular officer, whichever comes first. In a parallel development concerning the security sector, the Establishment Division has reshuffled the police hierarchy.

Police Service of Pakistan (PSP) officer SSP Captain (retd) Mustansar Feroze, a Grade-19 officer who was previously serving under the Punjab government, has been transferred to the federal capital. The notification confirms that the services of Captain (retd) Mustansar Feroze have been placed at the disposal of the Islamabad Police.

This transfer is expected to bolster the administrative and operational capacity of the Islamabad Police, particularly in light of the evolving security challenges in the region. Analysts suggest that these transfers are part of a broader strategy by the federal government to ensure that experienced officers are placed in positions where their expertise can be best utilized.

The Establishment Division continues to monitor the performance of officers across various grades to ensure transparency and merit-based postings. The government has directed the concerned departments to ensure the immediate implementation of these orders.

Officers who have been transferred are expected to report to their new assignments without delay to ensure that there is no disruption in the delivery of public services. Further notifications regarding other administrative changes are expected in the coming weeks as the government continues its review of the civil service structure.

The Establishment Division maintains that such reshuffles are essential for maintaining the momentum of development and law enforcement initiatives across the country. The transition of power and responsibilities is being managed in accordance with the standard operating procedures of the civil service.

Both the CDA and the Islamabad Police are expected to see a smooth transition as the newly appointed officers take charge of their respective portfolios. As of now, no further changes have been announced for other departments, but sources within the Establishment Division indicate that a comprehensive review of senior-level postings remains an ongoing process to optimize the federal administrative framework.
