The Punjab Information Commission has ordered the Irrigation Department to disclose Form PW-27 records containing details of billions of rupees in government expenditure on flood-related works, rejecting the department's attempt to withhold the documents under the Punjab Transparency and Right to Information Act 2013.

The orders issued on a complaint filed by a citizen against the secretary Irrigation Department, came after the department initially resisted the request and referred it to its eight zonal offices. The department subsequently sought to deny access to the records on three grounds, including an exemption under the RTI law and alleged administrative burden involved in providing the information.

The commission, however, rejected all the objections and directed the department to provide copies of Form PW-27 relating to flood-affected areas for the 2025-26 flood season. The records are significant because Form PW-27 contains details of government expenditure, with the requested documents covering spending running into billions of rupees on flood-related works and activities.
